While there are many different problems faced by higher education institutes around the world, fiscal and budgetary challenges probably are the most serious kind since they can cause a college to shut down and lead it to complete disaster. In recent times, even through President Obama has asked for a budget that gives more attention to education, the reality of the situation is that states have to create a balanced budget where various concerns may become more important to them than simply having more money available for the colleges and universities within the state (IHT, 2009).

This is because the federal government makes the states responsible for education and various states have taken different paths as to how they would support their universities. Further, since the states often rely on sales taxes, property taxes and income taxes to establish their income, the money they receive can vary depending on the prosperity of the state as well as the prosperity of the country. Further, depending on the state itself, one source of income may be more relevant that the other therefore it becomes difficult for states to continually balance how much they would be willing to spend on higher education especially during periods of recession (NCPPHE, 2009).

Further, there are always legitimate state concerns for which money is required e.g. Medicaid on which spending will mean less money for the support of education. The overall national figures show us that in 1987, Medicaid stood at 10% of state spending while higher education received 12%. By 1995, Medicaid was receiving 19% while higher education’s share dropped to 10%. This trend has continued since a growing number of senior citizens in America have put pressure on Medicaid with time. Institutes of higher education now have to make budgets which are less dependent on support coming from the states (NCPPHE, 2009).
